In 2023, the Chinese Human Rights Development Report released its latest Blue Book, in which Handa Enterprise was selected as a case study due to its outstanding management and protection of human rights in both domestic and overseas factories, as well as its remarkable sense of social responsibility. This honor not only acknowledges Handa Enterprise's efforts in balancing human rights but also demonstrates its significant position within the industry, showcasing Handa's strength to the world.


On October 14th, Handa Enterprise was invited to attend the "2023 China Business and Human Rights Forum" held in Shanghai. Vice Chairman Qiao Liang delivered a presentation on "Implementing Human Rights-Respecting Corporate Policies in Overseas Investments - Handa Enterprise's Practical Experience". He shared Handa's practical experience and insights since its overseas investment in 2014. Additionally, he attentively listened to a series of thematic reports from domestic and international experts and scholars, learning and discussing how to better promote the integration of business and human rights, enhance international competitiveness, and participate in international human rights governance.



Standardize Employment Management

The company strictly adheres to and enforces the Labor Law of the People's Republic of China, the Labor Contract Law, as well as local labor laws and regulations overseas. It legally employs staff and establishes an enterprise labor management system consistent with national laws on this basis.

Handa Industries always adheres to the principle of equal employment and equal pay for equal work, conforms to local laws and regulations and hires employees legally. We recruit and use employees equally regardless of gender, nationality, race, color or religious belief. It is prohibited to treat employees differently, discriminate against them or harass them, and to recruit child labor. During this reporting period, the enterprise did not receive any complaints from employees about discrimination in the aspect of salary and welfare, training, promotion, dismissal, retirement, and contract renewal, which is against their different nationalities, races, genders and religious beliefs; nor any complaints about harassment (sexual harassment included), corporal punishment, abuse, inappropriate disciplinary measures, etc.

The signing rate of enterprise labor employment contracts is 100%.


Employee Structure

In 2023, Handa Enterprise had a total of 9,597 on-duty employees, including 7,358 overseas employees, accounting for 77% of the total workforce. All employees were full-time. There were 2,679 male employees, accounting for 28% of the total workforce, and 6,918 female employees, accounting for 72% of the total workforce.

The enterprise has a total of 344 minority employees (94% of whom are from Yunnan factory), mainly from Dai, Jingpo, De'ang, and Hani ethnic groups. Minority employees account for 15% of the total domestic workforce. The company treats minority employees equally in job arrangements, without discrimination. In terms of daily life, they receive more care and the company fully respects their traditional customs and habits. For example, the Hani people celebrate their New Year in October, so the company gives these employees special leave to go home and reunite with their families.

Improve Remuneration and Benefits

Based on the principles of legality, science, incentive and fairness, the enterprise formulated the standard of salary management system and performance assessment standards so as to pay reasonable salaries to the employees in full and on time every month without any arrears. The average income of employees is higher than the local minimum level. 

In addition, the enterprise has established a salary increase mechanism, which adjusts the salary increase every year according to the price level of the society and the salary level of the whole industry. In recent years, the total salaries of the enterprise employees have maintained a sustained growth trend.

The company's Myanmar factory has established a productivity award, providing substantial cash rewards to employees who meet the award criteria. Additionally, employees who have been with the company for more than one year are eligible for a senior employee award, which includes 10 days of paid annual leave.

 

Working Hours

According to the working characteristics of the textile and garment industry and printing and dyeing industry, the enterprise implements the comprehensive time-keeping system for workshop employees and the standardized time-keeping system for office workers, and their working hours meet the relevant national and local regulations. All employees are entitled to statutory holidays and other paid holidays such as the annual vacations as well as sick leave, maternity leave and marriage and funeral leave. Overseas factories also strictly enforce local regulations. In 2022, we did not have any incidents of forced labor or forced employees to work overtime, nor did we receive any complaints, reports or penalties on labor relations.

Social Insurance Payment

The enterprise pays pension, medical, industrial injury, maternity, unemployment and other social insurance for the employees.

Distributing Holiday/Birthday Gifts

During the reporting period, the enterprise distributed holiday gifts to all employees on Dragon Boat Festival, Mid-Autumn Festival, Spring Festival and other traditional Chinese festivals, and distributed benefits to female employees and held activities aimed at females on Women's Day. In addition, each employee will receive birthday gifts and blessings on their birthday.


Free Meals

During working hours, the company provides free meals for employees. In 2023, the Wuxi plant upgraded its cafeteria to enhance the dining experience for employees. The cafeteria underwent renovations and introduced a series of advanced equipment to improve ingredient and environmental management. This effort aims to provide employees with a clean and hygienic dining environment, ensuring .


Provide Housing Subsidies

The company provides employees with a good accommodation environment and offers housing subsidies to eligible employees. In 2023, the dormitories at the Wuxi plant underwent comprehensive renovations. The room layout was optimized, and new furniture and appliances were installed to provide employees with a more comfortable and cozy living environment, meeting their diverse needs.



Awards for Long-Term Service

Handa Enterprise has been established for nearly 30 years. The old employees of the enterprise have accompanied Handa all the way and made silent contributions. In order to thank them for their efforts and companionship, the company awards benefits to old employees every year, with silver badges for 10-year-old employees, gold badges for 15-year-old employees and gold rings for 20-year-old employees.


High-Temperature' Subsidy

During the summer days with high temperature, Handa provides a consistent 4 months 'high-temperature' subsidy for the front-line employees. Meanwhile, Handa offers Rendan pills, Medicated oil, towels, Mosquito-repellent incense and other products for heatstroke prevention,. And refreshing drinks such as salt soda, mung bean and green bean soup are provided every day.

 


Respect the Beliefs

The enterprise fully respects the religious beliefs of employees domestically and internationally.

Myanmar is a country where Buddhism is prevalent, and it has become a habit for them to pray and worship Buddha. We fully understand their customs and habits. Thus, we set up a Buddha Hall in the factory to facilitate their worship.

Most of Egyptians believe in Islam, and the employees in the Handa Egypt Factory need to pray five times a day according to the sun's trajectory, so the enterprise specially prepared a prayer place for the Egyptian employees to facilitate their prayer.


Strengthening Democratic Management

Handa Enterprise attaches great importance to the role of employee democracy in management, participation, and supervision. In June 2004, a trade union was established, functioning under the leadership of the enterprise's Party Branch Committee and the guidance of the higher-level trade union, with strong support from all levels of enterprise leadership. The union conscientiously fulfills its duties, safeguarding employees' rights, and collaborates with the administration to organize various activities for staff. It also facilitates employees' participation in external training and learning programs, fostering a healthy, upward, and motivated environment conducive to skill enhancement, personal development, and enrichment of leisure cultural life.The trade union, as the 'home base' for the company's workers, attentively listens to employees' concerns and enthusiastically helps resolve practical difficulties such as children's school enrollment and family member employment, alleviating their worries. For those employees encountering hardships due to their own or family members' serious illnesses or other reasons, the union promptly offers assistance within its capacity, caring for their physical and mental well-being, promoting their growth, and maintaining workforce stability. It plays a positive and powerful role in nurturing a new type of cooperative relationship between the enterprise and its employees in the new era, fostering mutual growth and shared prosperity.

In both domestic and oversea companies, labor unions and employee representatives can communicate with employees at any time, regardless of time or place. The labor union should regularly hold a staff representative meeting. The union president and employee representatives are voted by the employees; all the employees have the right to elect and to be elected, and all representatives must volunteer to serve the employees. Employees can give feedback at any time through emails, suggestion boxes, SMS, discussions and other forms. For the proposals, suggestions and complaints of the employees, the labor union and the enterprise will promptly investigate and formulate improvement measures, give the employees feedback, and continuously meet the reasonable needs of the employees.

At the beginning of 2023, the labor union of the enterprise signed four agreements on behalf of all employees, including Collective Wage Negotiation Agreement, Labor Safety and Health Agreement, Agreement on Protection of Special Rights and Interests of Female Employees and Agreement on Prevention and Control of Occupational Diseases. It reviewed the implementation of the four agreements at the end of the year, and no irregularities were found.

 

Home of Staff and workers

The enterprise has created and improved a staff welfare center, which includes facilities such as a staff library, training room, gym, and badminton court. These facilities enable employees to enrich themselves and exercise during their leisure time. Additionally, the company has established counseling rooms and mediation rooms, aiming to focus on employees' mental health, promptly resolve conflicts, and safeguard their legal rights and interests.



Carnation service station:

In order to protect the health and special rights and interests of female employees and care for their physical and mental health, the labor union upgraded the maternal and child room into a carnation service station to provide female employees with personalized services in physical, psychological, rights protection and other aspects.



High-Temperature Relief Efforts

In July, the labor union paid a visit to the employees that work under the high temperature, offering them mineral water and towels and telling them to prevent heatstroke and keep a scientific daily routine. Meanwhile, the labor union conducted on-site inspection on the implementation of safety production and the prevention of heatstroke and other work.
